ఎన్-కౌంటర్ మరణాలపైన సుప్రీంకోర్టు తో విచారణ చేసి, దోషులను శిక్షించండి!
మానవహక్కులను కాపాడి న్యాయస్థానాలపైన నమ్మకాన్నినిలబెట్టండి!

సమాజంలో హింసను తగ్గించి శాంతిభద్రతలను కాపాడాల్సిన, రక్షణ కల్పించాల్సిన పోలీసులు బూటకపు ఎన్-కౌంటర్ల నేరాలలో నిందితులుగా నిలబడటం చాలా విచారకరమైన అంశం. రాజ్యాంగబద్దమైన చట్టాలను ఉపయోగించి న్యాయబద్ధతను, శాంతిని నెలకొల్పాల్సిన పోలీసులే ఆ చట్టాలను ఉల్లంఘించి, ఎన్-కౌంటర్ల పేరుతో హత్యలకు పాల్పడటం ప్రజాస్వామ్యానికే గొడ్డలిపెట్టు.

ప్రభుత్వాల పాలకవిధానాలలో భాగంగానే ఎన్-కౌంటర్లు జరుగుతున్నాయని, ఆ క్రమంలో పోలీసులు భాగస్వామ్యులుగా, పావులుగా ఉంటున్నారని మనకి తెలిసిన విషయమే. చట్టవ్యతిరేకంగా పోలీసులు వేలాది బూటకపు ఎన్-కౌంటర్ చావులకు పాల్పడి కిరాయిహంతకులుగా వ్యవహరిస్తున్నారని మానవహక్కుల సంఘాలు తీవ్ర ఆరోపణలు చేస్తున్నాయి. మరి మన కళ్ళముందు జరుగుతున్న యీ హింసాకాండను ఆపేదెలా?

గుజరాత్ పోలీసుశాఖలో ఒక నిజాయితీ గల, నిబద్ధ్తతగల అధికారి ఐ.జీ.పి గీతాజోహ్రీ చేసిన విచారణలో ఎన్-కౌంటర్ల ముసుగులో పోలీసులు పాల్పడిన హత్యలు వెలుగులోకి వచ్చాయి. సుప్రీంకోర్టు ముందు గుజరాత్ ప్రభుత్వం స్వయంగా పోలీసులు చేసిన హత్యలను, నేరాలను అంగీకరించింది. వైద్యం కోసం భార్య కౌసర్ బీని హైదరాబాదు నుండి సాంగ్లీ కి తీసుకువెళ్ళుతున్న సొహ్రాబుద్దీన్, ఆయన మిత్రుడు తులసీరాం ప్రజాపతిలను గుజరాత్, రాజస్థాన్, ఆంధ్రప్రదేశ్ రాష్ట్రాల పోలీసులు కలసి అపహరించి హత్యచేసారని గుజరాత్ ప్రభుత్వం స్వయంగా నేరాంగీకారం చేసింది . కౌసర్ బీని మానభంగం చేసి చంపారని వివరాలతో సహా పత్రికలు బయటపెట్టాయి. ధైర్యంగా, సాహసంగా న్యాయంకోసం నిలబడిన మహిళా పోలీసు అధికారి గీతా జోహ్రీ నిబద్ధతగా, నిజాయితీగా తన కర్తవ్యాన్ని నిర్వహించారు.

గుజరాత్ ఎన్-కౌంటర్ హత్యలతో పాటుగా, దేశంలోజరిగిన వేలాది ఎన్-కౌంటర్ మరణాలపైన, ఆంధ్రప్రదేశ్ , కర్నాటక, మహారాష్ట్ర, ఛత్తీస్ గడ్ , జార్కండ్, బీహార్ , గుజరాత్ , ఉత్తర ప్రదేశ్, పశ్చిమబెంగాల్ ,మధ్యప్రదేశ్ లలో జరిగిన ఎన్-కౌంటర్ మరణాలపైన ఇదే విధంగా న్యాయ విచారణ జరిపి, దోషులను తేల్చి శిక్షించవలసిందిగా విన్నపం చేస్తున్నాం. ముఖ్యంగా ఆంధ్రప్రదేశ్ లో గత నాలుగు దశాబ్దాలలో నాలుగువేలమందికి పైగా ఎన్-కౌంటర్లలో చనిపోయారు. ఈ ఎన్-కౌంటర్ ఘటనలలో అత్యధికభాగం బూటకమైనవని ఎన్నో ఆరోపణలున్నాయి. అందువల్ల నిజానిజాలు తేల్చడానికి స్వంతంత్ర న్యాయవిచారణ జరిపించవలసిందిగా విజ్ఞప్తి చేస్తున్నాం. అటువంటి విచారణ జరిపి, దోషులెవరో తేల్చి, న్యాయబద్దమైన తీర్పు ఇవ్వగలిగితే, దోషులను శిక్షించగలిగితే, బహుశ భవిష్యత్తులో జరగబోయే వేలాది ఎన్-కౌంటర్ చావులను కొంతమేరకైనా ఆపవచ్చు. మానవహక్కులను కాపాడి, న్యాయ స్థానాలపైన ప్రజల నమ్మకాన్ని పెంచడానికి ప్రయత్నించవచ్చు.

ఇప్పటిదాకా జరిగిన పోలీసు ఎన్-కౌంటర్ల పైన విచారణ జరిపి దోషులను, కుట్రదారులను శిక్షించి న్యాయాన్ని కాపాడవలసినదిగా రచయితలు, కవులు, కళాకారులు, సామాజిక కార్యకర్తలు, దళితులు, ప్రవాసభారతీయులు, అంతర్జాతీయ శ్రామికులు, విద్యార్ధులు, ప్రజాస్వామికవాదులుగా విన్నపం చేస్తున్నాం.
